Mr. Tullis is a Security Specialist with the Oregon Lottery. He has the responsibility of providing safety and security of all the Lottery personnel and facilities, including crisis response and emergency preparedness. Plans and implements security and gaming integrity measures, provides input into security features and reviews working papers to provide input on design of new tickets. Ensures all lottery gaming activities, products and promotions are conducted in a safe and secure manner and in accordance with all statutes, administrative rules, policies, and management directives.

He currently serves on the Board of Directors as Executive Chair ASIS Columbia River Chapter, the ASIS International Gaming and Wagering Community Steering Committee, and Co-Chair of the annual ASIS Region 1 NW Security Conference. His industry involvement has included being the former ASIS Region 1B Assistant Regional Vice President, a member of the AMSC (Area Maritime Security Committee) Ohio Valley, ASIS Executive Chair Chapter 256, Secretary, International Association for Healthcare Security &
Safety (IAHSS) Indiana, Southwest Indiana Chamber of Commerce Ambassador, Rotary International, C12 Group, FCA (Fellowship of Christian Athletes) Board of Directors SW Indiana.

Mr. Tullis began his career with the lottery in 2019 as a Security Specialist. Previously he was the Operations Manager for Allied Universal Security in Portland, Oregon. These responsibilities included managing a significant acquisition by AUS and an officer count of nearly 500 with 12,000+ weekly billable hours in Washington and Oregon. In the last 15 years he has held leadership roles in executive protection, utilities critical infrastructure, the healthcare environment, manufacturing, and financial services for regional and global organizations.

Mr. Tullis holds the Forrester Research Customer Experience Certification (FCX-1) from Forrester Research demonstrating that he is certified to help foster, align, and implement high-quality customer experience and revenue growth. He holds an Associate of Arts degree in Business Operations and Management from the University of Kentucky. His studies have included completion of Enterprise Security Risk Management (ESRM) from ASIS, Psychological First Aid (RAPID Method) John Hopkins
University.

The Oregon Lottery is an Oregon State Agency and a member of MUSL. The lottery is both a public trust and a market-driven business. Lottery funds are used for economic development, public education, natural resources, and veterans’ programs. The organization runs a $1.35 billion dollar complex business that earns profits in a responsible way to reduce potential social costs such as gambling addiction. The Oregon Lottery is entirely self-financed through its game sales and receives NO tax dollars to operate.

Vice Chair: Joel Lavespere has been working in the Security Industry with over 14 years of experience. He is currently serving as the Security Policy and Training Management for the City of Portland Office of Management and Finance.

In his current position, Joel is responsible for developing and implementing comprehensive security policies and procedures that align with industry best practices, city priorities, and regulatory requirements.

Prior to joining the City of Portland, Joel garnered experience in various sectors, including his distinguished service as a Commissioned Officer in the United States Air Force. During his career, he specialized in anti-terrorism, force protection, and the protection of nuclear weapons.

Joel’s career also extends to the transportation industry, where he worked on public transportation infrastructure projects in Seattle, New York, and San Diego. Additionally, he supported the replacement of a 360-mile oil pipeline spanning the State of North Dakota and Minnesota, helping ensure security of the project.

Joel holds the CPP® Certified Protection Professional Board Certified in Security Management and the International Foundation of Protection Officers Certified Protection Officer Instructor. Additionally, he is a licensed Executive Manager, Unarmed Private Security Provider and Unarmed Instructor with the State of Oregon Department of Public Safety Standards and Training.

After 21 years of working in the medical field working with medical equipment, Tonya made the transition to the Security Industry as Regional Sales Manager for the Pacific NW for i-PRO America’s Security Divison in 2023.  Tonya is passionate about creating a safer world through technology, and about offering solutions that are focused on improving performance, profitability, and security.  She is based out of Portland, OR with her 2 young adult daughters 18 and 21 years of age.

Chapter Overview

Chapters are the heart and soul of the ASIS community, creating professional development and networking opportunities at the local and regional level. For the ASIS Columbia River Chapter, that means developing opportunities for professionals in the Portland Metro, Northwest Oregon, Southwest Washington, and Gorge area. With over 100 members, we are one of the largest chapters in our ASIS region.

Our Chapter, and community has been significantly impacted by the last 3 years of Covid-19 pandemic, political discourse, increased crime, and civil unrest. Thanks to the hard work and dedication of our Chapter volunteers, we have remained a functioning Chapter. Currently, for 2022, our Chapter is focusing on rebuilding our operational infrastructure. We have not been hosting many local events in person this year, including Chapter meetings. In 2022, we look forward to partnering with Regional Leadership to provide quarterly meetings, a Social & Networking Event, and Certification Study Groups. Yet, we are excited about the expanded opportunities that are currently being developed for 2023, including regular Chapter meetings, and more networking opportunities. 

Our chapter focuses on 4 primary strategies to provide opportunities for our members:

Knowledge Development: Chapter regularly holds study groups for ASIS Certifications to help members studying to earn their ASIS Certifications or earning CEU’s to keep their ASIS Certifications up to date. These education groups are normally held at the regional level to give as many participants the opportunity as possible. We also hold specialty group education events based on the requests of Chapter members. 

Skill Development: Develop leadership, project management, communications, and related business and security skills through various Chapter Liaison, and Chapter Board Member opportunities. 

Networking Opportunities: Our Chapter attempts to connect professionals, employers, service providers, and clients in a mutually beneficial manner to enhance opportunities. We regularly participate in local trade shows, events, and other professional groups to expand opportunities for Chapter members. We also host Social and Networking events to allow for networking within our area.

Career Mentorship programs: ASIS and CRASIS encourage the development of professional mentorship connections through the Women in Security, Young Professionals, and ASIS Mentorship Program.

A Message From Chapter Chair Peter Tullis:

I’m pleased to announce our speaker for the March 22,2024 Chapter Meeting will be Jeremy Girard, Senior Field Investigator (ORC) and President of ORCAOR (Oregon Retail Crime Association of Oregon). He is gracious enough to be presenting to our group an overview of organized retail crime for the PDX area going into 2024 and cross- functional opportunities for CRASIS and ORCAOR.

Jeremy Girard: 20+ years in Loss Prevention. A seasoned Investigator with successful experience working multiple state cases from the time of incident, through the arrest and subsequent prosecution. Experience conducting shrink reduction strategies across districts.

There will be an opportunity for networking with other security professionals.

Guests are welcome to attend and there is no charge for members or non-members.
